Five months into the year, the ministry has not received any money from this allocation for land policy implementation. Over the years, many government institutions have consistently complained that budget allocations do not translate into actual monies received, as they routinely are able to access only a fraction of allocated public funds, often belatedly. This practice can throw even the best laid plans into disarray.
